  The press-conference devoted to the Investment Summit took place

On July, 23 the Chairman of the Donetsk Regional Council, Anatoliy Bliznyuk, and the Chairman of the Donetsk Regional State Administration, Vladimir Logvinenko, held a press-conference for mass-media representatives on preparation of the International Investment Summit and Ukrainian-Poland investment Forum which are planned to be held on October, 29-31, 2008 in Donetsk.

Besides, the participants of the press-conference were: Igor Zavilinsky, General Director of “Conference House” company, Mikhail Zhernov, Chairman of Board of Directors, “Altera Finance” investment group, Andrey Stepanov, partner of “Deloitte” company, Jorge Intriago, partner of “Ernst & Young” company, Jock Mendoza-Wilson, Director of foreign relations and investment relations department, “CKM” company.

 Anatoly Bliznyuk told the story of how the idea of holding the arrangement occurred and what a preparation includes: “This year Donetsk region, as well as Ukraine, for the first time was presented in Cannes at the international exhibition. And when we saw the way they got prepared to the event, we understood that we lagged behind the world-wide trends. And after this arrangement we turned to the world-wide leaders, who deal with investors attracting. They approved our holding the investment forum in our region as in one of the most perspective regions in the context of investment in particular. These people are here today. They want to show us how to do it on the world-wide level.

And we may say that today this idea has been realized on the world-wide level: we have organized the committee and work cooperatively on our task accomplishing. Besides, you may know that the President has expressed his readiness to participate, he has invited the President of Poland and now the possibility of holding Ukrainian-Poland Forum within the frames of the Summit is being considered. The Forum is planned to be concentrated on ideology of Euro-20012. There is a plenty of work to do and we hold to the following scheme: they, as the main specialists, do the main part of work and we assist them. In order business to meet business. Besides, extra work for extra investments of 3 sectors has been done: real estate and infrastructure for Euro 2012, investments to real sector, innovations and energy saving technologies. Every company works in their own direction and we make the ground where they could get together and hold the arrangements”.

 Anatoly Mikhailovich pointed out the special meaning of laws on FEZ (free economic zones) and THPD (territories of higher-priority development) for successful development of investment politics: “The law on special economic zones and territories of higher-priority development in Donetsk region and in Ukraine is functioning. We will initiate on the state level considering all the projects that will be offered and approved to be realized and spreading the force of laws on FEZ and THPD within those projects. These are the real preferences for investors”.

 The Head of the Donetsk Regional Council answered the question on the amount of money which is planned to be expended for the Summit holding: “The less the better! It is desirable to expend less money and to get the best result. But always keeping in mind that a cheapskate pays twice. We plan to hold the regular session of the Donetsk Regional Council in September and after we work out our ideology, we will make the final decision. And before that, due to the right of intersession activity, I will sign the decree to allocate 1, 5 millions hryvnyas on the arrangement holding”.  

 Mr. Bliznyuk concentrated participants’ attention on the main ideology of the investment forum: “Inside and outside positioning of the region as one of the most attractive for investments with favorable conditions for work. In order all the world could see our well-being family, which has new ideas, we invite everybody to participate in realization of these ideas so that members of our society had better life. This is main idea of the arrangement.

  A favorable condition for investors is the possibility of laws on FEZ and THPD to continue functioning. This is from the one hand. We go on. If in Germany to create a work place they have to pay an employee a salary of approximately 2000 Euro, here, in Ukraine, average salary is about 2000 hrn. And this is the possibility for investors to get extra profits out of expenditures reducing. Plus the ideology of “long money”, large investments, realized due to the definite scheme. For example, let’s consider the concession scheme of building the road, that we have proposed, which is 45 km from Konstantinovka, past the city, in direction of Kramatorsk and Druzhkovka to Rostov-Kharkov highway. At present moment Chinese and Frenchmen are ready to build. They say they know the question price, that is, they build, exploit for 20 years and then give in to the government. They just want to get warranties of the government. But they don’t see it in Kiev. And that is the real problem. So these will be the preferences and propositions that we will offer while preparing and holding the Summit.  We have to say: “Mr. President, have you seen it? Did you like it? Is it beautiful? Is it correct? Here is the project of the law which provides this and that. Any investment project should be offered with the variant of the preferences that we have. And all the rest is business on a common basis”. 

At the end of the press-conference Anatoly Mikhailovich turned to mass-media representatives: “Our common main goal is Donetsk to become a business center of the country, as well as Milan or Frankfurt-on-Main in their countries. We have to do it all together. And if we expect real investors, ready to work professionally in business-business ideology, millions of people have to learn about this arrangement. And you have to promote it. So that all the people, who will participate in the process, who will understand that this happens on their land, could be sure in their radiant prospects and could feel happy for they participate in the process”.
